Gabriela Barros de Luca is a Senior Program Officer at the Open Society Foundations and is a Brazilian human rights lawyer with a Master’s degree in international human rights law. She has previously represented victims of human rights violations at the Inter-American Human Rights System and worked with multiple UN agencies.
